What has happened to Intel? Are their plans too ambitious? It looks like the building of this plant in Ohio has been delayed. What happened to starting small and scaling up?

One of the biggest advantages the United States has is it's next to Canada. The US dollar can go a lot further, the country is an ally and the workforce is highly skilled. I also suspect the Canadian government would provide incentives to build there.
